This article is a summary on how to become a resident in Portugal. The process is continuously changing and therefore we try to update this article when needed.
What do you need:

Your passport

A bank statement containing 6 x Portuguese minimum wage or a Portuguese working contract.

A Portuguese first home purchase contract or a long-term rental contract (minimum 6 months)
The process:

To start the process, you will need to request a fiscal number (NIF) at the Finanças. They will connect your fiscal number to a non-Portuguese address, so you will become registered as a non-resident.

After obtaining the NIF number, you will have to go to your local Junta de Freguesia. At the Junta de Freguesia, you will need to request the “Atestado”.

Once you received the “Atestado”, you will go to the Camera de Municipal. At the Camera de Municipal you request “Certificado de Registo de Cidadão da União Europeia”. If you think the process stops here, you are making a mistake.

With the “Certificado de Registo de Cidadão da União Europeia”, you go back to the Finanças and you request for an “alternaçao da morada fiscal”. The Finanças will than change your non-resident status, into resident
