How to Become a Resident in Portugal

What You Need

  • Your passport
  • A bank statement showing 6× the Portuguese minimum wage, or a Portuguese employment contract
  • A Portuguese first home purchase contract or a long-term rental contract (minimum 6 months)

The Process

1
Finanças

Request your NIF

Visit your local Finanças office to request a fiscal number (NIF). At this stage your NIF will be linked to a non-Portuguese address, registering you as a non-resident.

2
Junta de Freguesia

Request the Atestado

Visit your local Junta de Freguesia and request the "Atestado" — a certificate confirming your registered address in the parish.

3
Câmara Municipal

Request the Certificado de Registo

Bring the Atestado to the Câmara Municipal and request the "Certificado de Registo de Cidadão da União Europeia." This is your official EU citizen registration certificate.

4
Finanças

Update your fiscal address

Return to Finanças with the Certificado de Registo and request an "alteração da morada fiscal." Finanças will then change your status from non-resident to resident.
